6th Monitor’s Report on the Mississippi DHS Oakley & Columbia Training Schools
June 8, 2007 In 2003, the United States Department of Justice (DOJ) Civil Rights Division filed a suit in the Southern District of Mississippi against the State of Mississippi Department of Human Services (DHS), Division of Youth Services for depriving youth in the Oakley and Columbia Training Schools (CTS) of their rights. In 2005 a consent decree was enacted between the parties. A monitor was appointed to report on DHS progress in addressing the problems cited by the DOJ.
