July 2007 The bill describes which adult foster care providers will be permitted to engage in collective bargaining with the state of Oregon. Adult foster care home provider refers to a person who operates an adult foster home in the provider's home and who receives fees or payments from the state for providing adult foster care home services. It does not include those engaged in management at a foster care home facility, illegal aliens or non-naturalized United States residents, or those who are state employees . . .
