January 2006 State of California Department of Corrections & Rehabilitation Strategic Plan The California Department of Corrections and Rehabilitation (CDCR) created a new strategic plan to improve public safety and services on behalf of state tax payers. The CDCR's organization, which was established July 1, 2005, (pursuant to Senate Bill 737, Statutes of 2005), has been transformed to begin providing improved institution security, rehabilitative services, and enhanced staff and public safety.
