December 2006 A Plan to Stabilize & Strengthen New York's Health Care System The Commission on Health Care Facilities in the 21st Century (CHCF) was created to review and strengthen New York States acute and long term care delivery systems. The CHCF recommended that the state close up to 20 facilities and cut the number of available care beds at many others. The cuts and closures affect health care facilities statewide.
