January 9, 2006 Nebraska Legislative Bill 994 This is the legislation behind the structural change in Nebraska's Health and Human Service System (HHSS) that will unify the current three departments of HHSS: Services, Regulation and Licensure, and Finance and Support, which are each led by a policy cabinet made up of directors of the three agencies and a policy secretary.
