February 2004 Medicare Part D: A Summary At the end of 2003, the Congress passed and President Bush signed legislation spending $400 billion to create a new Medicare Part D prescription drug benefit for 41 million seniors, working age adults with disabilities, and children with disabilities. Starting in June 2004 until January 2006 Medicare beneficiaries will receive Medicare Prescription Drug Discount Cards.
