2006 Transitional Housing Placement Program for Foster & Probation Youth The Transitional Housing Placement Program (THPP) is a transitional housing placement opportunity for foster and probation youth aged 16-18 who are currently in California's child welfare system. The goal of the program is to provide a safe living environment so that youth can practice skills necessary to live on their own upon leaving the foster care support system.
