March 29, 2006 Community Protection Program Amendment The Community Protection Program (CCP) was created legislatively in 1996 to protect the community from persons with developmental disabilities who demonstrated violent or sexually violent behaviors. This new legislation, "Protecting Communities from Individuals with Behaviors that Pose a Threat of Violence or Sexual Violence" codifies how a person is placed in the program, and how a person can petition to be released.
