January 2007 Summary of Pennsylvania Health Care Reform Act The Prescription for Pennsylvania, the popular name for the Pennsylvania Health Care Reform Act, addresses three problem areas: affordable health insurance, reduction of emergency room utilization, and increasing accountability for health outcomes. The affordable health insurance initiative called "Cover all Pennsylvanians" (CAP) seeks to provide affordable basic health coverage for uninsured individuals and small businesses that do not currently offer health insurance.
