June 2006 Elimination of Plan Lock-In: A Vital Consumer ProtectionAs of July 2006, Medicare beneficiaries will have a short period of time to change their health plan. They will be able change once during the open enrollment period that begins January 1 through June 30, and will be allowed to change one more time during the annual coordinated election period from November 15 through December 31. Because plan changes will be limited to these periods, the Medicare Rights Center anticipates that people enrolled in private Medicare plans may be "locked-in" as beneficiaries of plans that limit their ability . . .
