June 10, 2005 Massachusetts Department of Mental Health Strategic Plan The initial implementation activities will focus on creation and implementation of a unified behavioral health system, expansion of community services, construction of a new inpatient psychiatric hospital, and implementation of a quality improvement plan. The Unified Behavioral Health System will address issues in the current system of care, including variance in policy, practice, quality, outcomes, and efficiency as well as the ability to meet the actual continuum of need with current levels of and flexibility in care.
