March 22, 2007 California Assembly Bill 324 California Assembly Bill 324 was introduced by State Assembly member Jim Beall, Jr. in February 2007. This bill is to amend Section 11461 by revising the Welfare and Institutions Code, which relates to foster care. This bill would provide for an increase in the schedule rates by five percent effective January 1, 2008 and annually by percentage changes. If approved, rates paid under the Kinship Guardian Assistance Program grant and the Adoptions Assistance Program grant will also increase.
