September 2006 A Dangerous Cycle: Attorney Turnover at ACS Leaves Children Unprotected The New York City Office of the Public Advocate conducted a review following meetings with individuals involved with the city's Administration for Children's Services (ACS) Family Court Legal Services (FCLS), who voiced concerns that the Family Court attorney attrition rate of 22% per year was impacting ACS ability to improve child welfare outcomes. The Public Advocates Office identified attorneys who left ACS between January 1, 2004 and March 31, 2006.
