September 22, 2003  What Happens to Families When They Leave Welfare? A significant reduction in the nation's welfare caseload has long been touted as the major success of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. A PPIC report in 2002 documented that California reduced its caseload by larger numbers than any other state, although the percentage reduction was smaller than in most other states throughout the nation.
