Scores on efficiency were below 50% for the following areas: Infant mortality at seven deaths per 1,000 live births is far above the benchmark of 2.7 deaths per 1,000   Inappropriate use of emergency room care for conditions better treated by a primary physician occurred in 26% of emergency room . . .
