February 2006 Delaware Money Follows the Person Study By implementing a Money Follows the Person (MFP) program, the State of Delaware could save between $63 and $104 million over ten years by transitioning people from institutional care to home and community-based services (HCBS). The estimate projects that the state could successfully transition between 439 to 729 people to HCBS, and after accounting for program and overhead costs still be able to fund more HCBS to reduce the number of new individuals entering institutional care.
