October 2006 States' Requirements for Medicaid-Funded Personal Care Service Attendants The U.S. Office of the Inspector General (OIG) reviewed federal and state requirements for those who provide personal care services. OIG determined that during the review period states provided personal care services through 238 programs: 31 state plans and 207 Medicaid waivers. Each program had a different set of requirements for a total of 300 nationwide.
