December 2005 Contra Costa Mental Health Services ACT (MHSA) Three-Year Program and Expenditure Plan Community Services and Supports FYs 2005-2008 Contra Costa Mental Health Services has created a community services and supports three-year plan. The plan is the result of a community-wide planning process that included the input of over 1,100 consumers, providers, family, and community members.
