February 8, 2006 Report on the Evaluation of Arizona Department of Corrections' Operating Per Capita Cost Report & Private Prison Cost Model The Arizona Department of Corrections (ADC) commissioned  MAXIMUS, Inc., to review ADC preparation and applications of its Per Capita Operating Cost Report and Private Prison Cost Models.
