An Assessment of Child Welfare Privatization in Nebraska –Final Report

This report to the Nebraska legislature was released on February 4, 2015; it was written by Hornby Zeller Associates, Inc. The reseachers were asked to evaluate the effectiveness of child welfare privatization by comparing process, outcomes, and costs for the region served Nebraska Families Collaborative (NFC) to those of the state-run regions for the period spanning October 2013 through September 2014.
