May 15, 2009 For fiscal year 2010, the District of Columbia Child and Family Services Agency (CFSA) changed its procurement method for foster care services. As of October 1, 2009, the agency started reducing its use of requests for proposals and increasing its use of competitive Human Care Agreements (HCAs) with foster care service provider organizations.
