June 15, 1999 The Phoenix project is a both a pre-and post-booking diversion program focusing on meeting the needs of women who are in contact with the justice system. Women can be diverted before or after an arrest. The Phoenix project is under the umbrella of the Wicomico County Health Department's Forensic Services program which provides both mental health and addiction services to adults and children. The goal of the forensic program is to explore options for the law enforcement, the jails and courts in assisting individuals with severe mental illness or addictions to break the cycle . . .
