Howe Developmental Center Final Report by Anne Shannon

June 30, 2009 The report was presented to Illinois Governor Patrick Quinn by consultant Anne Shannon. Ms. Shannon was charged with studying multiple aspects related to the potential closure of the state-run Howe Developmental Center in Tinley Park, Illinois. The review was conducted from May 4, 2009, to June 30, 2009. She recommended that the Illinois Department of Human Services prepare materials for Howe residents' parents/guardians and advocacy groups that explain the transition process, highlight a family that has successfully transitioned a loved one, and indicate how to connect with other families.
