August 1, 1994 In August 1994, The National Dissemination Center for Children with Disabilities  (NICHCY) published a parent's guide for parents  concerned about their child’s development or who suspect that their child may have special needs. The guide covers issues and answers questions about: Early Intervention Services (Children: Birth Through Two Years Old); Special Education Services (Children: Ages 3 through 5); and Services for Rural, Native American, Foster/Adoptive, and Military Families.
