August 31, 2006 In 2006, the Kentucky Cabinet of Health and Family Services entered into a settlement agreement with the federal Department of Justice (DOJ) regarding the quality of care provided to residents of the state's Oakwood center for individuals with intellectual and developemental disabilities. The settlement agreement was the outcome of a DOJ lawsuit alleging that the civil rights of Oakwood's residents had been violated by ongoing incidents of abuse and neglect of residents.
