New Talent Evelyn M. Kappeler has been named director of the U.S. Health and Human Services, Office of Adolescent Health. Ms. Kappeler has been acting director of the Office of Adolescent Health since 2010. Ms. Kappeler was previously acting director of the Office of Population Affairs.
