Circle Connections: New Products & Services Most arrests of people on probation or parole were based on suspicion of drug offenses, according to a recent study of four California cities whose results mirrored Ventura County statistics. The study by the Council of State Government Justice Center, which focused on Los Angeles, Redlands, Sacramento and San Francisco, found that about 22 percent of all arrests involved someone under probation or parole supervision.
