In this presentation released in January 2015, the Texas Health and Human Services Commission (HHSC) and the Department of State Health Services (DSHS) discussed a recommendation to end the NorthSTAR Behavioral Health program. Texas launched the NorthSTAR behavioral health program in 1999 as pilot under a 1915(b) Medicaid waiver that allowed the program to contract with only one managed behavioral health organization (MBHO). The program provides integrated mental health and substance use disorder treatment for Medicaid beneficiaries and non-Medicaid beneficiaries in seven counties in the greater Dallas/Ft.
