Texas Sunset Commission Issue 9: NorthSTAR

In this presentation released in January 2015, the Texas Health and Human Services Commission (HHSC) and the Department of State Health Services (DSHS) discussed a recommendation to end the NorthSTAR Behavioral Health program. Texas launched the NorthSTAR behavioral health program in 1999 as pilot under a 1915(b) Medicaid waiver that allowed the program to contract with only one managed behavioral health organization (MBHO).
