On September 14, 2015, The Oregon Health Authority released this document that details how quality pool funds will be awarded to coordinated care organizations (CCOs). CCOs receive a capitated rate to provide Medicaid services to beneficiaries and a portion of that rate is withheld to ensure quality care is delivered. CCOs have a chance to earn back the withheld money by performing on 17 quality measures. Quality pool money not earned by the CCOs is put into a challenge pool and the CCOs can earn that money by scoring on additional quality measures . . .
