On November 2, 2015, The Department of Housing and Urban Development (HUD) provided guidance to public housing authorities (PHAs) on the use of arrest records to deny admission to public housing or evict a person currently living in public housing. The guidance states that an arrest alone is not sufficient evidence to deny access to public housing.
