This report was released in September 2015 by the United States Commission on Civil Rights (USCCR). The report is based on the USCCR's investigation of the conditions at civil detention centers operated by or under contract with the federal Immigration and Customs Enforcement (ICE) agency. The USCCR found that children and families often stayed in civil detention centers called family detention centers that function as unlicensed child care facilities.
