California DHCS Proposed Trailer Bill Language For California Children’s Services (CCS) Redesign: Whole-Child Model Fact Sheet

The California Department of Health Care Services (DHCS) is planning to move its California Children’s Services specialty program to Medicaid managed care plans. Currently medically fragile children served through CCS receive services for their health conditions through CCS, but their primary care and other health services are provided by other health plans, such as Medicaid or commercial insurance. DHCS seeks to implement a Whole-Child Model, which would transition CCS specialty care to Medi-Cal managed care plans on a phased-in basis in certain counties.
