Youth Transitioning Out Of Foster Care: An Evaluation Of A Supplemental Security Income Policy Change

In June 2013, the Social Security Administration (SSA) published this study of a change in policy on the timing of applications for Supplemental Security Income (SSI) filed by youth transitioning out of foster care. The policy change expanded the application window from the previous 30 days before exiting foster care to 90 days before exit. The researchers examined administrative records for SSI applications from before and after a policy change.
