August 3, 2009 The North Carolina Appropriations Act of 2009 implements changes to a variety of social service programs. The changes affect the Community Alternatives Program for Mental Retardation and Developmentally Disabled (CAP-MR/DD), children's residential treatment foster care, and personal care services for people with mental illness. For the CAP-MR/DD program, families will now pay part of the cost of services based on family income, and people receiving CAP-MR/DD services are not eligible for duplicative state services.
