Virginia Department Of Juvenile Justice Transformation Plan, 2016 Update
On November 1, 2016 this progress report was submitted to the Virginia legislature. The Virginia Department of Juvenile Justice (DJJ) informed the legislature about its efforts to transform the state's juvenile justice system to expand community-based alternatives to incarceration. A key driver behind the transformation is the current youth recidivism rate of 50% rearrested within one year of release, and 75% rearrested within three years.
