Special Masters Recommendations To Judge Jack About Texas Child Welfare System

On November 4, 2016, these recommendations were filed in federal court by the Texas child welfare co-Special Masters for M.D. et al. v. Abbott et al. The court ruling stated that the state's foster care system violated children's rights by failing to ensure their safety and failing to provide appropriate care, treatment, and services. The problems included missed monitoring visits with foster children, poor foster home oversight, and inadequate foster home capacity; caseworker caseloads and turnover rates were cited as a key factor in many of the problems . . .
