On July 29, 2016, the West Virginia Juvenile Justice Commission released this report summarizing testimony presented at a public forum held on July 27 about the state Department of Health and Human Resources (DHHR) changes to its contracts with organizations providing youth shelters and residential psychiatric care for children involved with the child welfare or juvenile justice systems.
