Texas House Bill 3859, The ‘Freedom To Serve Children Act’

On May 26, 2017, the State of Texas released this House Bill 3859 (HB 3859) regarding the "Freedom to Serve Children Act".  The bill permits faith-based foster care and adoption provider organizations holding state contracts and private child placing organizations to exercise religious preference for child placements, without legal retaliation. The new law will effectively offer religious protections for child welfare provider organizations as state-contracted entities . . .
