On October 13, 2016, the California Department of Health Care Services released this concept paper regarding federally qualified health centers (FQHCs) alternative payment methodology (APM) pilot. The APM is designed to give FQHCs more effective incentives to provide higher quality care at lower costs while helping consumers achieve better health status.
