District Court Order On Motion To Enforce Ligas v. Norwood
On August 11, 2017, the United States District Court for the northern District of Illinois released this ruling on Ligas v. Norwood. Attorneys for Ligas asserted that the state was in violation of the Consent Decree by failing to provide resources of sufficient quality, scope, and variety to provide individuals with developmental disabilities with community-integrated care to the highest degree possible. The court ruled that the state was not in compliance with the Consent Decree, and directed the state to devise a plan to address the issues causing reduction in services in order to bring itself into substantial compliance . . .
