On October 15, 2017, the New York State Office of the State Comptroller released this report on oversight of selected fiscal aspects of homeless shelter services. The report sought to determine whether the New York City Department of Homeless Services (DHS) had adequate controls over the contracted homeless shelter contract procurement and rate-setting processes, and whether contracted shelter rates were reasonable. In its findings sections, the report:
