Final Order In M.D. v. Texas
This document is a final order issued January 19, 2018. The judge ordered the State of Texas to overhaul the foster care system. In December 2015, the judge had ruled that the state’s foster care system was so unsafe that it violated children’s constitutional rights. The ruling applied to a class of children in long-term foster care, called Permanent Managing Conservatorship (PMC).
