The initial complaint was filed on January 23, 2018, by a veteran with disabilities and attorneys affiliated with Disability Rights Oregon (DRO). The veteran had been receiving homemaker and home health aide (HHHA) services through the United States Department of Veterans Affairs (VA), However, the HHHA provider organization said it intended to end the services. Rather than find another HHHA provider organization VA then said the veteran must move to a nursing home. In this complaint, the veteran asked the VA to continue providing the HHHA services. On January 31, 2018, the VA agreed to temporarily continue the HHHA services . . .
