February 15, 2010 By 2009, after starting Full Service Partnership (FSP) programs in 2006 and 2007, the Los Angeles County Department of Mental Health (LACDMH) has experienced a decline in the rate of hospitalization and incarceration among people with mental illness who were enrolled in FSP programs.
