March 31, 2010 The Pennsylvania Department of Public Welfare releases a regular evaluation of the level of need for services for people on waiting lists for home-and community-based waiver services. The report, formally called "Prioritization of Urgency of Need for Services" (PUNS), classifies the levels of need as emergency, critical, or planning. People with emergency needs are at-risk of entering an institution to receive support services. People assessed as critical will need services within two years.
