April 19, 2010 The Utah State Department of Human Services (DHS), Division of Child and Family Services, Division of Juvenile Justice Services sought a contractor to provide Medicaid-funded moderate- and high-level residential treatment services as well as outpatient mental health services and wrap services for children and youth in the custody of DHS. The request for proposal included updated guidelines for provider organization to ensure that residential treatment facilities were not operating as Institutions of Mental Disease.
