Rightsizing Congregate Care: A Powerful First Step in Transforming Child Welfare Systems
May 15, 2010 The Annie E. Casey Foundation (AECF) collaborated with New York City, Louisiana, Maine, and Virginia to identify changes that could reduce the states' use of congregate care in their child welfare systems. Through the collaboration, AECF and the states identified five levels of change that reduced the use of congregate care and improved other child welfare performance indicators.
