The memorandum was sent to state survey agency directors on April 6, 2018. The Centers for Medicare & Medicaid Services (CMS) discussed its transition to using payroll-based journal (PBJ) staffing report to substantiate nurse staffing ratios. CMS began using the PBJ data to determine each facility’s staffing measure on the Nursing Home Compare website and to calculate the staffing rating used in the Nursing Home Five-Star Quality Rating System . . .
