The complaint was filed on August 6, 2018, by the Colorado Association of School Boards (CASB) and the Colorado Association of School Executives (CASE), six school districts, and two individual taxpayers. The complaint challenges the constitutionality of the transportation section of a new state law that orders school districts to ensure educational continuity for students in out-of-home placement. One of the sections, added late in the legislative process, allows school districts to furnish transportation to any pupils, not limited to those in out-of-home placement, enrolled in district schools even if they live in another school district . . .
