The complaint was filed on August 6, 2018, by the Colorado Association of School Boards (CASB) and the Colorado Association of School Executives (CASE), six school districts, and two individual taxpayers. The complaint challenges the constitutionality of the transportation section of a new state law that orders school districts to ensure educational continuity for students in out-of-home placement.
