The report was released in September 2018 by the Government Accountability Office (GAO). The GAO obtained estimates from 2016 National Health Interview Survey from the National Center for Health Statistics (NCHS) regarding demographic characteristics of low-income adult respondents, and their access to health care services based on their insurance status: uninsured, Medicaid, or private insurance.
